Pavement Engineering Technical Services and Support (2026-2029)

National Highways is seeking specialist pavement engineering consultants to provide technical assurance and support for the delivery of the Concrete Roads Programme, Major Projects, and Regional Investment Programmes. The successful consultant will provide expert staff with extensive knowledge in pavement materials, performance, and management to work alongside National Highways' Senior and Principal Pavement Engineers. Consultant staff will serve as Technical Approval Authority for pavement schemes (both asphalt and concrete), reviewing and approving technical documentation in accordance with National Highways processes and procedures. The consultant will work under National Highways' direction, with framework engineers signing relevant technical approval documents. Any contentious or conflicted matters will be referred to National Highways staff for sign-off. Framework engineers retain the right to escalate concerns to their senior management if signing documents would compromise their professional position or that of their parent organisation. This role contributes directly to the delivery of the National Highways Delivery Plan.
