Public Health Behaviour Change Marketing Services Framework

The Council is seeking a single marketing services provider through a framework agreement to deliver comprehensive behaviour change campaigns supporting public health priorities. The successful provider will use business intelligence, customer insights, and evidence-based behavioural change models to create marketing assets for use across the Council's existing channels and networks. Work will be delivered through individual call-offs tailored to specific campaign objectives. The framework runs from 1 December 2026 to 30 November 2028 (2 years), with options to extend for up to two additional 12-month periods, for a maximum 4-year term. A mobilisation period runs from 19 October to 30 November 2026. The estimated total contract value is £2,500,000 (excluding VAT) across all call-off contracts over the full framework term. Prospective suppliers should be aware this contract may be affected by Local Government Reorganisation and could be novated to a successor council or modified to reflect new council arrangements under the Procurement Act 2023.
