Children's Services Strategic Partnership Frameworks - Market Engagement

Liverpool City Council is undertaking market engagement for three Strategic Partnership Frameworks to commission children's services. This is a preliminary consultation to gather supplier feedback and is not yet a formal call for competition. FRAMEWORK OVERVIEW: The Council proposes three service clusters with an estimated combined annual value of £80,057,500 and potential total value up to £800,575,000 over a maximum 10-year term (all figures exclusive of VAT): • Cluster 1 (Children's Social Care Services): £56,142,500 per annum - covering fostering, residential homes, semi-independent accommodation, and supported lodgings • Cluster 2: £18,050,000 per annum • Cluster 3 (Specialist Services): £5,865,000 per annum - covering complex health needs, care and personal support, behavioural support, short breaks, crisis support, therapeutic services, and specialist assessments MARKET ENGAGEMENT EVENTS: • Cluster 3 Event: 7 May, 11:00-12:00 via Microsoft Teams - Registration form required • Cluster 1 Event: 11 June, 11:00-12:30 via Microsoft Teams - Registration deadline: 10 June at 11:00am These sessions will outline commissioning intentions, proposed lot structures, and procurement approaches, and welcome early supplier feedback.
