Digital Waste Tracking System Integration for Warwickshire Household Waste Recycling Centres

Warwickshire County Council seeks to upgrade weighbridge systems at four Household Waste Recycling Centres (Lower House Farm, Princes Drive, Hunters Lane, and Burton Farm) to comply with DEFRA's mandatory Digital Waste Tracking requirements. Current Weightron weighbridge infrastructure, operational since 2011, must be enhanced to automatically capture and report waste receipt information to DEFRA's centralised digital platform, replacing paper-based waste transfer documentation. Phase 1 compliance is required by October 2026, with Phase 2 implementation by October 2027. The contract scope includes system implementation, configuration, software development, and annual subscriptions across both phases. This work is essential for Warwickshire County Council's statutory responsibilities as a Waste Disposal Authority and supports national efforts to improve waste traceability and reduce waste crime. Weightron, the current infrastructure provider, is contracted to deliver these upgrades as the single supplier arrangement based on their existing system expertise and operational knowledge.
