Integration, Technical, Operational, Assurance and Environmental Partner for East West Rail

East West Railway Company (EWR Co.) is seeking a single long-term Integration, Technical, Operational, Assurance and Environmental (ITOAE) Partner to provide independent professional services supporting the East West Rail programme from detailed design through to entry into service and beyond. Key responsibilities include: • Providing programme-level integration leadership across multiple delivery parties, ensuring alignment of design, delivery and operational interfaces • Delivering technical assurance and independent scrutiny of costs, schedules, risks and technical outputs • Coordinating assurance activities and supporting governance decision-making through evidence preparation and sponsor reporting • Maintaining accurate programme information and reporting to support investment and delivery decisions • Providing environmental support and related assurance activities The ITOAE Partner will operate as an independent function, structurally separate from other delivery and client support roles, to maintain assurance integrity and avoid conflicts of interest. Contract structure: Long-term services contract of up to 12 years (with breakpoints), combining retained core capability with additional task-based services across programme phases. Estimated contract value: Up to £300m over 12 years (including contingency), with an indicative forecast range of £110m to £170m. Procurement approach: Competitive procedure under the Procurement Act 2023 with a negotiation stage focusing on incentivisation mechanisms.
