Strategic Delivery Partner for Derbyshire Local Government Reorganisation

Derbyshire County Council seeks a Strategic Delivery Partner to lead and support the transition of Derbyshire's local government structure. Following a Ministerial decision, Derbyshire will reorganise into two new unitary authorities: Northern Derbyshire (combining six district councils and parishes from Amber Valley) and Southern Derbyshire (combining Derby City Council, Erewash Borough Council, South Derbyshire District Council and parishes from Amber Valley). The successful supplier will provide programme leadership, implementation support, specialist expertise, independent assurance and delivery capacity from mobilisation through to Vesting Day and beyond. Working with elected members, officers and programme leads, you will support a safe, legally compliant and effective transition while maintaining service continuity and strong governance. Operating within an Intelligent Client model, you will provide expert advice and challenge without assuming statutory responsibilities. Support is required across five phases: Mobilisation and Transition Planning; Design and Development; Implementation; Vesting Day Readiness and Delivery; and Post-Vesting Stabilisation and Transformation. Specialist themes include programme management, finance, HR and workforce, legal and governance, ICT and digital, customer and service transformation, communications and engagement, organisational design, change management, procurement and commercial, assets and property, data and insight, and programme assurance. Suppliers must demonstrate significant experience in complex public sector transformation and reorganisation, strong programme management capability, access to specialist resources, and ability to mobilise rapidly in a multi-authority environment.
