Foster Care Provider Framework - Bedfordshire, Hertfordshire and Surrounding Areas

Luton, Bedford, Central Bedfordshire and Hertfordshire Councils are seeking Independent Foster Care Agencies to join their Approved Provider List (APL). This is a re-opening of an existing framework commissioned in 2025, allowing additional qualified providers to register. Successful providers will deliver foster care placements across Bedfordshire, Hertfordshire and neighbouring regions including Buckinghamshire, Milton Keynes, Northamptonshire and Cambridgeshire. Key Requirements: Providers must be Ofsted registered with a rating of Good or Outstanding, comply with Working Together to Safeguard Children (2018) and subsequent guidance, and operate in accordance with all relevant safeguarding standards. The framework aims to ensure children in local authority care receive suitable placements with appropriate support in their local area. This procurement is being conducted under the Light Touch Regime of the Public Contract Regulations 2015.
