Empty Homes and Leasing Programme Services Framework

Rochdale Council is seeking service providers to deliver the Empty Homes and Leasing Programme (EHLP), which aims to bring vacant properties back into use to address temporary accommodation shortages. The council has received grant funding to deliver a minimum of 32 homes across Rochdale borough. The programme uses a repair and leasing model that incentivises property owners to lease their empty homes (vacant for 6+ months) to the council for rehousing families currently in or at risk of entering temporary accommodation. Service providers will be responsible for identifying suitable properties, coordinating repairs, managing leases, and ensuring properties meet housing standards. This initiative will expand the council's temporary accommodation portfolio while improving the quality and affordability of available housing options for vulnerable families in need.
