Cleaning Services Tender for London Academy of Excellence New Building

London Academy of Excellence (LAE) is seeking a cleaning contractor to provide comprehensive cleaning services at its new state-of-the-art, eight-storey premises opening in September 2026. The Academy is a high-performing sixth form dedicated to promoting social mobility and supporting students from disadvantaged backgrounds. The contract runs for three years (1 September 2026 to 31 August 2029) with an optional two-year extension to 31 August 2031. Services required include core term-time cleaning and periodic deep cleaning for a campus with 625 pupils and 80 staff initially, growing to 750 pupils and 90 staff by September 2027. The estimated annual contract value is £124,000 (total contract value £620,000), payable monthly. LAE seeks a partnership-oriented contractor who will deliver high-quality services with excellent staff management and welcomes innovative proposals. The procurement follows a Competitive Flexible Procedure with two stages: Stage 1 (PSQ) will shortlist 5-10 candidates based on a minimum 60% score; Stage 2 (ITT) will evaluate submissions at 35% price and 65% quality. Eligibility requirements: minimum £5 million employers' and public liability insurance, minimum annual turnover of £500,000, and willingness to work towards London living wage. The current contractor is Birkin Group. LAE reserves the right not to appoint and will charge the successful tenderer a RIVA tender fee upon contract award.
