Design and Installation of Accessible Changing Places Toilet Facility

Ross-on-Wye Town Council is seeking quotations from qualified contractors to design, supply, install, commission and deliver a fully compliant Changing Places Toilet facility at Red Meadow Car Park, Kyrle Street, Ross-on-Wye, HR9 7EG. Scope of Work The contractor will provide a complete turnkey service including design, manufacture, delivery, installation, commissioning, groundworks, services connections (10 metres), planning support and staff training. The facility must comply with BS 8300, Approved Document M, the Equality Act 2010 and Changing Places standards. The contractor will assume responsibility for Principal Designer and Principal Contractor roles under CDM 2015 Regulations. Key Equipment and Features The facility will include a raised height pan with drop-down grab rails, height-adjustable basin and changing bench, accessible hoist system with remote control, thermostatic electric shower with adjustable hose and fixed seat, automatic door with grab bar, alarm system, privacy screen, and full-length safety mirror. All taps and dispensers must be sensor-activated or long-handled, with a low-noise electric hand dryer. Compliance and Insurance The contractor must comply with all Health and Safety legislation, Building Safety Act 2022 and CDM 2015 Regulations. Public liability, employers' liability and professional indemnity insurance are required. Risk assessments and method statements must be provided before work commences. Support and Maintenance Comprehensive staff training on equipment operation, cleaning, maintenance and inspection is mandatory. A 12-month defects and maintenance period is required, including maintenance manuals, servicing schedules and emergency call-out arrangements. Annual maintenance support pricing must be provided. Budget and Terms Maximum contract value is £85,000 excluding VAT. Work will be contracted under the Council's standard terms with payment in accordance with Financial Regulations. A 12-month defects liability period applies from practical completion.
