Integrated Community Quit Smoking Service for London Borough of Havering

The London Borough of Havering is seeking a service provider to deliver an Integrated Community Smokefree Service that helps individuals quit smoking and stay smoke-free long-term. The service will prioritize intensive outreach and tailored support for people with severe mental illness and substance misuse issues, who face higher smoking rates and greater barriers to accessing help. The provider will deliver co-located services, conduct assertive outreach, and create integrated referral pathways to embed tobacco cessation into broader care and recovery plans. This is a 24-month contract with optional extensions of 12 months plus a further 12 months. The procurement follows the Competitive Flexible Procedure under the Provider Selection Regime (PSR). Suppliers should have expertise in smoking cessation, mental health support, substance misuse services, and community outreach to vulnerable populations.
