Applied Action Learning Programme for NHS Commissioning

NHS England is seeking a supplier to deliver a two-year structured action learning programme called 'Commissioning in Practice - Applied Action Learning'. The programme will support approximately 100 participants from every Integrated Care Board (ICB) and their local system partners, plus NHS England commissioners, to develop modern commissioning capabilities aligned with the NHS Strategic Commissioning Framework. The programme will include: intensive action learning for core participants, peer learning opportunities, masterclasses, webinars, and e-learning resources covering the full commissioning cycle. Topics include assessing population health needs (qualitative and quantitative), strategy development, outcome setting, market assessment, capitated payment models, contract management, and evaluation. Participants will learn to commission differently with a focus on population health. All ICB members and wider system partners will have opportunities to access peer learning and educational content. Given the breadth of expertise required (commissioning, facilitation, clinical knowledge, system design), NHS England welcomes consortium bids from multiple organisations working together.
