Compass System Replacement - Software Solution for Railway Operations Management

Chiltern Railways is conducting preliminary market engagement to understand available software solutions for replacing its Compass system, which loses vendor support in December 2027. The replacement system must handle three core functions: operational event and incident logging, delay monitoring and analysis with integration to Network Rail's TRUST system, and performance action logging and tracking. The railway is exploring whether these needs are best met through a single integrated solution, separate specialist modules, or a combination of integrated systems. The solution scope may include software licensing or subscription services, system hosting, implementation and configuration, data migration from the existing Compass system, integration with internal and external systems (including TRUST), testing support, user training, ongoing technical support and maintenance, and disaster recovery arrangements. Currently, approximately 329 named users access the system (with 208 active in 2026), comprising roughly 289 users on the Delays module, 311 on Action Tracking, and all 329 on Events, with many requiring read-only access only. Chiltern invites suppliers to propose commercial models, indicative pricing, implementation timelines, and cost factors. A hosted or software-as-a-service delivery is preferred, though alternative models will be considered. The replacement must be fully operational before December 2027.
