Delivery Partner for Best Start in Life Match Fund Programme

The Department for Education is seeking a Delivery Partner to manage the Best Start in Life Match Fund programme, which supports Local Authorities in transforming early years systems and improving child development outcomes. The role encompasses: (1) Fund Management - administering matched funds to Backbone Organisations, managing relationships with Local Authorities and philanthropic funders, and ensuring robust governance and financial control; (2) Programme Coordination - helping Local Authorities establish Collective Impact partnerships that align services and reduce inequalities; (3) Knowledge and Evaluation - delivering or coordinating knowledge mobilisation management and evaluation functions. The contract will run for an initial three-year period with the option to extend for up to two additional years (one plus one basis). The successful supplier will act as the single lead organisation (or Lead Supplier if part of a consortium) responsible for reporting, relationship management, and ensuring effective collaboration across the early years sector to improve outcomes for families and children.
