Professional Services Consultant for Heating System and Building Management Remediation

The London Borough of Barking & Dagenham seeks a qualified Professional Services Consultant to develop a comprehensive tender package for a £650,000 heating infrastructure and metering remediation programme across seven residential housing sites. The 12-week project requires the consultant to act as Subject Matter Expert and develop full technical specifications, tender documents, and contract administration support. Key deliverables include: (1) designing controls optimization strategies for legacy heating systems to enable weather compensation; (2) specifying pipework, insulation, and heat metering upgrades using wireless mesh networks; (3) planning portfolio-wide central monitoring systems; (4) defining handover documentation standards including operations manuals and resident billing packs; and (5) providing full lifecycle support from pre-tender development through tender evaluation, site inspection, and commissioning. The consultant must also provide Quantity Surveyor cost control duties, Principal Designer CDM health and safety duties, and Principal Designer Building Regulations compliance duties as requested.
