Research on Safety Levels of Modular Construction

The Health & Safety Executive (HSE) is seeking a supplier to conduct research on the safety levels of Permanent Volumetric Modular Construction (PVMC) buildings. This research will support the Building Safety Regulator (BSR) in its oversight function, which involves reviewing the safety and standards of all buildings in England. The focus will be on understanding fire and structural safety during the occupation of PVMC buildings and identifying best practices for their design, construction, maintenance, and management. PVMC involves the use of pre-manufactured three-dimensional pods that are assembled on-site to create permanent buildings. This method is commonly used in the UK for various types of buildings, including housing, student accommodations, hotels, and schools. It is recognized as a Modern Method of Construction (MMC) that can help accelerate housing development, aligning with government priorities in the public sector. The research aims to engage with stakeholders to assess safety levels and best practices throughout the entire lifecycle of PVMC, including procurement, design, construction, maintenance, and demolition. The project will be managed by the HSE Science Division on behalf of the BSR.
