Asset Portfolio Strategy Development for Cambridge City Council

Cambridge City Council is seeking specialist consultants to develop a comprehensive asset management framework for its General Fund portfolio of commercial, community, and operational assets. The project involves reviewing and consolidating data on asset condition, compliance, financial performance, environmental impact, and socio-economic value to create a multi-criteria decision-making tool. The consultant team will work with Council officers to develop a Strategic Asset Management Plan update, provide recommendations on asset strategy and corporate landlord approaches, advise on rent structures and biodiversity net gain considerations, and deliver tools that Council staff can independently maintain and update. The outputs should be evidence-based, legally compliant, and support the Council's objectives in net zero, community wealth building, and placemaking through informed investment, retention, upgrade, and disposal decisions.
