Strategic Commissioning and Contract Management Transformation

Luton Council is undertaking a strategic transformation to strengthen how it commissions services and manages contracts. The successful provider will work alongside council teams to develop and implement a comprehensive, integrated end-to-end commissioning and contract management model that improves performance and delivers better value for money. Key objectives include: enhancing financial sustainability; building organisational capability; embedding social value throughout the commissioning lifecycle; and delivering improved outcomes for residents. The provider must work at pace to design systems and processes that ensure social value commitments are consistently incorporated, monitored, and enforced from initial commissioning through contract delivery and beyond.
