Network Development Technical Partner 2021-2024

National Highways is seeking a technical partner to assist with the delivery of multiple study reports as part of a network development project. This opportunity builds on the initial contract and involves a range of tasks, including: 1. Conducting PCF Stage 0 studies. 2. Providing follow-on technical services to support National Highways in responding to stakeholder requests for additional evidence. 3. Performing early investigation work to assess the potential for studies before PCF Stage 0. 4. Conducting strategic studies and programmatic assessments. 5. Offering technical services for candidate projects in the early stages of the project control framework (PCF). 6. Developing long-term strategies based on extensive transport research. The consultant will be expected to meet key milestones, stay within budget, demonstrate efficient project management, and support National Highways in achieving partnership goals. Performance will be monitored according to the Collaborative Performance Framework (CPF), with a target score of at least 6 for both the consultant and National Highways. The deadline for submissions is April 24, 2025, and the total contract value is approximately £500,000.
