Thailand Congestion Charge Legislative Development Support

The UK Government's Partnering for Accelerated Climate Transitions (UK PACT) programme is seeking a qualified supplier or consortium to provide technical assistance for developing congestion charging legislation in Thailand. Thailand's transport sector is a major source of greenhouse gas emissions, urban congestion, and air pollution, particularly in Bangkok. The Government of Thailand, through the Office of Transport and Traffic Policy and Planning (OTP) under the Ministry of Transport, has identified congestion charging as a strategic policy tool to reduce traffic demand, lower emissions, and promote sustainable urban mobility. Building on previous feasibility studies and policy development work completed under the Thailand-UK PACT programme, the selected supplier will provide expert legislative analysis and drafting support to translate the existing congestion charge policy design into a legally sound and implementation-ready framework. This work is essential to prepare the policy for formal government approval and support implementation targeted for 2029-2030. The assignment will be delivered across four phases between July and December 2026: Inception Phase (July-August 2026), Legislative Draft Development (September-November 2026), Government Stakeholder Consultation (September-November 2026), and Legislative Recommendation (November-December 2026).
