North Regional Traffic Model Update to 2025 Baseline

This project involves updating the second-generation North Regional Traffic Model (NRTM2) to incorporate a 2025 baseline reflecting post-COVID travel conditions and providing new forecasts. The updated models will serve as an improved evidence base for current and emerging use cases. The consultant will develop the models following TAG guidance, with calibration and validation standards matching or exceeding the previous generation. Key responsibilities include leading the Calibration/Validation Technical Consistency Group to ensure consistent performance across all regional traffic models, updating network and forecast data according to technical guidance, and delivering comprehensive handover packages. Required deliverables include a Transport Data Package report documenting data sources and robustness, a Model Development Report detailing update methodologies, a Forecasting Report outlining forecast methods, End-user Handover Packages containing analysis and modelling files for identified use cases, and a National Highways Handover Package with relevant development files.
