SPARK Services Framework - Sustainability and Environmental Advisory Services

The London Legacy Development Corporation (LLDC) is establishing the Sustainability, Planning and Development, Actions, and Resilient Knowledge (SPARK) services Framework to support the stewardship and long-term development of Queen Elizabeth Olympic Park and LLDC-managed assets. This framework will provide specialist advisory services in sustainability, environmental management, climate resilience and technical expertise. It will enable LLDC, East Bank Partners, GLA Group bodies and other MDC functional bodies to access support for: carbon reduction strategies, circular economy initiatives, climate adaptation planning, biodiversity enhancement, green infrastructure, sustainable design, environmental management systems, community benefits, green skills development and responsible procurement practices. The framework offers flexible commissioning for planned programmes, policy development, project-specific work, emerging priorities and reactive advisory support. It will help LLDC respond to evolving statutory, policy and operational requirements as the estate and regeneration programme develop. LLDC's current annual sustainability budget is approximately £200,000 (subject to annual approval). The framework provides a compliant, transparent and competitive route to market, reducing the need for repeated standalone procurements while improving access to specialist expertise and enabling timely delivery of sustainability outcomes.
