    Brief

    Kirklees Council is seeking an Economic Operator to co-design and deliver the Kirklees Intervention and Support Service (KISS), a preventative support program for vulnerable people aged 16+ with complex needs. The service will provide safe accommodation, learning and employment support, and wellbeing services to help vulnerable residents live independently and reduce reliance on costly crisis interventions across housing, social care, criminal justice, welfare, and health services. This is a Social Outcomes Contract with payment dependent on achieving specified outcomes. The contract offers annual outcome payments of £1,633,449 and will run from 1st April 2026 to 31st March 2031, with an option to extend until 31st March 2036. The service must be inclusive and accessible to all backgrounds, identities, and abilities, with the goal of helping service users achieve more hopeful, healthier, socially engaged, and economically active lives.
