SMS Group Messaging Service Framework

Jisc Services Limited is seeking suppliers to establish a multi-supplier framework for an SMS group messaging service. The framework will serve the UK education, research, and public sector communities for four years starting October 2026. The service includes a centrally hosted platform enabling customers to send SMS messages to individuals or groups via a secure web-based portal and APIs. Typical applications include emergency notifications, student communications, attendance alerts, course updates, appointment reminders, and operational notifications. The platform must support diverse organizations ranging from individual schools and colleges to large universities, research organizations, and public bodies. Suppliers may offer additional communication channels, integrations, and automation capabilities alongside the core SMS functionality.
