Independent Audit of Great Western Mainline Track Access Cost-Benefit Analysis

The Office of Rail and Road (ORR) is seeking an independent audit firm to evaluate and verify the assumptions, methodology, calculations, and outputs of demand and revenue forecasting models and cost-benefit analyses related to competing Great Western Mainline track access applications. The audit will provide assurance on the robustness, accuracy, and suitability of the analysis to support ORR's decision-making process. The successful supplier will review technical documentation, validate data inputs, assess analytical approaches, and deliver findings on the quality and reliability of the forecasting and analysis work.
