Solicitors Framework Agreement - Legal Services Panel Expansion

HALA Members are modifying their existing Legal Services Framework to increase the contract value from £30,000,000 to £45,000,000 (excluding VAT) to accommodate higher than anticipated usage and membership growth. This framework appoints a panel of solicitors across four specialisms: Lot 1 (Corporate Governance and Finance), Lot 2 (Housing & Asset Management), Lot 3 (Development), and Lot 4 (Property). The additional £15,000,000 in contract value reflects actual demand from member organizations, with approximately £10,000,000 anticipated through Lot 2. Rather than undertaking a costly full re-procurement, HALA has modified the existing successful framework. A new tender for the replacement HALA Legal Services Framework was published on 13 February 2026 and will commence on 1 September 2026. Suppliers currently on the framework should note this modification reflects expanded scope and member base.
