Multi-Supplier Framework for Reactive Repairs and Small Works (2026-2030)

Rossendale Borough Council is establishing a multi-supplier framework to deliver reactive repairs, emergency response works, and small planned maintenance (up to £10,000 per order) for Council-managed commercial and domestic properties. The framework covers 15 trade-based Lots including joinery, roofing, plumbing, electrical, groundworks, and specialist services such as automatic doors and tree works. Each Lot offers three service tiers: standard core hours (Monday-Friday 08:00-18:00), emergency response with 2-hour attendance during core hours, and emergency response with 2-hour attendance outside core hours. The Council will appoint multiple suppliers per Lot (up to four for standard work, up to three for emergency services) to ensure service resilience and competitive delivery. The framework operates as a closed system with a refresh opportunity at the end of year two, allowing existing suppliers to update pricing and new suppliers to join. Once established, the Council will award call-off contracts directly from the framework without further competition. The framework runs for an initial two-year period with options to extend by two additional one-year periods, providing suppliers with stable, medium-term business opportunities.
