Holiday Activities and Food Programme 2026 - Supplier Framework

Bedford Borough Council is establishing a multi-supplier framework to deliver Holiday Activities and Food (HAF) programmes during Easter, summer, December school holidays, and selected half-term breaks in 2026. The framework is divided into three lots: Lot 1 - Open Access Holiday Clubs for general participation; Lot 2 - Bespoke, Targeted and Non-Standard Provision for specific groups; and Lot 3 - SEND Specialist Provision for children with additional needs. The initial contract runs for two years from 1 July 2026, with a potential two-year extension (in 12-month increments). The framework will reopen annually (typically in March) to accept new suppliers, while existing approved suppliers continue without reapplication. Selected suppliers will receive Delivery Proposals approximately two months before each holiday period to confirm sessions, places, and funding allocations based on demand, performance, geographical coverage, and available budget. This programme is funded by the Department for Education.
