Market Engagement: Stalking Perpetrator Intervention Service

The Office of the Police and Crime Commissioner (OPCC) for Devon and Cornwall is exploring the future commissioning of a specialist Stalking Perpetrator Intervention Service to operate across Devon, Cornwall and the Isles of Scilly. This is a market engagement exercise to gather supplier feedback before any potential competitive procurement. Any future tender, contract award and mobilisation will be subject to Home Office funding confirmation and completion of the OPCC's internal approval processes. The OPCC is particularly interested in whether suppliers can deliver an integrated model that combines perpetrator intervention, independent victim advocacy and workforce training. This engagement aims to: • Assess supplier interest, capability and capacity • Understand stalking-specific intervention models and evidence-informed approaches • Clarify referral routes, eligibility criteria, service scale and workforce requirements • Explore supplier approaches to victim safety, safeguarding and risk management • Determine if an integrated single-provider model is achievable • Identify potential partnership or subcontracting arrangements • Obtain indicative costs and commercial assumptions • Inform the development of service specifications, KPIs, pricing schedules and contract terms Suppliers may respond as a single organisation, partnership, consortium or lead-provider/subcontractor arrangement. Responses should be submitted via the In-Tend E-Tendering Portal (https://sell2.in-tend.co.uk/blpd/publictenders) by 5pm on 10 August 2026 to PCCCommissioning@dc-pcc.gov.uk. While not all questions need to be answered, targeted responses will help the OPCC refine its approach. Follow-up clarification sessions or supplier engagement events may be held if appropriate.
