Contract modification for Dublin District Heating Project technical advisory services

Dublin City Council is issuing a modification notice to the existing contract with Tetra Tech Consulting Engineers Ltd (formerly RPS Consulting Engineers Ltd) for continued technical advisory services on the Dublin District Heating Project (DDHP). This modification is permitted under Article 72 of Directive 2014/24/EU as the additional services were not included in the original procurement and changing contractors would cause significant inconvenience and substantial duplication of costs. The modification adds €1,675,733.94 to the original contract value of €4,291,820.24, bringing the total contract value to €5,967,554.18. All individual modifications remain within the 50% threshold of the original contract value. Required services include: post-processing of 3D point cloud survey data from the district heating plantroom and backup boiler station; support for district heating pipe installation; design support for Phase 0 interim phase conceptual design; development of tender packages for advance works; environmental surveys (bird surveys, badger surveys, ecological updates); Part 8 planning application support including arborist and archaeological services; appropriate assessment screening for site investigation works; procurement and contracting strategy development; additional project management and coordination; and detailed design and tender documents for the district heating network section crossing the Irishtown Sports & Fitness Centre.
