Mixed Fleet Contract Hire and Maintenance Services

The council is seeking a contractor to provide a fully managed contract hire service covering a mixed fleet of vehicles needed for council operations. The service must include vehicle hiring, maintenance, servicing, and relief vehicles to ensure continuous service delivery. The fleet comprises: (1) Core environmental services vehicles such as refuse collection vehicles, food waste collection vehicles, and street sweepers; (2) Operational support vehicles including tippers, cage tippers, panel vans, and light commercial vehicles; (3) Specialist vehicles for grounds maintenance, agriculture, and other specialist services; (4) Future transition vehicles as specified in tender documents or approved through contract change mechanisms. This is an above-threshold public contract procured under the Procurement Act 2023. All tender documents must be downloaded from the Chest portal website. All questions must be posted via the Chest messaging facility. All bids must be submitted exclusively through the Chest portal by the closing date and time; submissions via other methods or late/incomplete submissions will not be accepted.
