Asset Valuation Services for Wiltshire Council

Wiltshire Council is seeking a qualified consultant to provide comprehensive asset valuations for its general fund portfolio of approximately 640 property assets valued at £830 million, including leisure centres, schools, car parks, libraries, offices, and depots. The successful consultant will be required to: deliver a five-year rolling valuation programme (one-third of assets valued annually) with annual material movement reports; provide annual valuations for asset classes requiring regular assessment; value investment properties and the council's Housing Revenue Account (HRA) housing stock and garages annually; conduct individual component valuations in line with the council's accounting policies; perform annual reviews of asset useful lives; assess impairment events; and value the council's agricultural estate (sub-contracting is permitted if the consultant lacks in-house agricultural valuation expertise). All valuations must comply with the Chartered Institute of Public Finance and Accountancy (CIPFA) Code of Practice on Local Authority Accounting and relevant professional standards applicable at the valuation date. This is an ongoing engagement to ensure the council maintains accurate, compliant financial records for its substantial asset base.
