Gap Analysis and Compliance Assessment for Malaysia's Forest Carbon Offset Mechanism

Malaysia's Forest Fund (MFF) is establishing a Forest Carbon Offset (FCO) mechanism to generate revenue from forest conservation and restoration while supporting national climate and biodiversity goals. This opportunity seeks expert support to conduct a comprehensive gap analysis of the FCO against international carbon crediting standards (CORSIA and ICVCM), identify compliance gaps in areas including additionality, permanence, monitoring and verification, baselining, co-benefits, and safeguards, and provide technical assistance to MFF in preparing applications for international accreditation. The successful contractor will perform benchmarking assessments, facilitate stakeholder consultations, provide hands-on support for accreditation applications (first submission planned February 2026), develop practical guidance tools for future applications, and contribute to knowledge sharing within the broader carbon finance community. This is a technical advisory role supporting Malaysia's transition to internationally recognized carbon offset standards while avoiding duplication with existing carbon trading platforms.
