Brief
Health Innovation North East and North Cumbria (HI NENC) is seeking suppliers to design, build, operate and support the digital component of a national programme aimed at increasing physical activity participation across England. The programme integrates marketing, communications, partnerships, rewards and educational content with a digital service.
A digital discovery exercise is currently underway and will define user needs, service design, delivery approach and implementation roadmap. The discovery phase will significantly narrow the scope and provide detailed requirements for rapid delivery.
The digital service may include a digital product, web-based platform, social and community features, AI-enabled engagement capabilities, integration with consumer platforms, or a combination of these. The successful supplier will translate discovery outputs into detailed design, build the solution, deploy it live and provide ongoing operational support and enhancement.
The appointed supplier will collaborate with specialist partners handling marketing, communications, partnerships and rewards. The digital supplier's primary responsibility is to create effective digital services and user experiences aligned with programme objectives, without duplicating functions delivered by other partners.
The programme operates on an ambitious timeline with initial digital capability launch expected before the end of 2026, followed by continuous improvement during live operation. HI NENC seeks suppliers with demonstrated experience delivering, operating and evolving user-centred digital services at pace.
To apply, register or log in to the Proactis (ProContract) Due North Portal and search for HI NENC DPS reference DN670401. Apply to Lot 5 to bid for this service. An Invitation to Quote is expected to be published to Lot 5 suppliers towards the end of July 2026. This notice is for market engagement only and is not a binding commitment to proceed with procurement.
