Brief

The British International Security Technology (BIST) is seeking to engage suppliers to provide specialist Data Pipelines, Analytics and Visualisation (DPAV) services for the National Digital Twin Programme (NDTP). This is a market engagement notice to identify capable suppliers before formal procurement. Scope of Work: Suppliers will support the design, development, testing, deployment and continuous improvement of data-driven applications and analytics products across the NDTP portfolio. Work may include: developing new applications and analytical capabilities; enhancing existing NDTP applications; creating data ingestion and transformation pipelines; integrating with nodes, APIs and data services; delivering user-facing dashboards, maps, visualisations and decision-support tools; and supporting geospatial analysis, scenario modelling, and deployment. Key Requirements: - Experience in application development, data engineering, analytics, visualisation, and cloud-native technologies - Ability to work within an open source delivery model using GitHub - Capacity to collaborate with government departments, public sector organisations and other suppliers - UK-based (Above Official security clearance level preferred) Procurement Details: - Procurement will use the Government Commercial Agency (GCA) Spark DPS RM6094 framework - Only suppliers registered on Spark DPS are eligible - Supplier filtering exercise: week of 24 August - Capability assessment questionnaire required for shortlisted suppliers - Invitation to Tender (ITT) publication: September 2026 - Contract value: up to £10.5 million - Contract duration: October 2026 to October 2029, with option to extend one additional year Next Steps: Suppliers interested in this opportunity must register on the Spark DPS immediately and ensure their category selections align with the specified filters before the August filtering deadline.
