Independent Advocacy and Visitor Services for Children and Young People in Torbay

Torbay Council is seeking an external provider to deliver comprehensive independent advocacy services for vulnerable children and young people. The service comprises three main components: (1) Advocacy support for children and young people aged 8-18 on child protection plans, in care, or with care experience up to age 25, helping them participate in decisions affecting their lives; (2) Youth homelessness advocacy for young people aged 16-17 presenting to the Council as homeless; and (3) An Independent Visitor Service providing trained volunteers as positive role models to visit, befriend, and mentor young people under 18. The provider will ensure children and young people have a voice in services and interventions, with a focus on child-centered outcomes. This represents a transfer from previous delivery as part of integrated services to dedicated external commissioning.
