Planning Application and Development Data Service

MHCLG is seeking a supplier to deliver a comprehensive local planning data service for England. The supplier will be responsible for collecting, validating, and managing planning application and development pipeline data from Local Planning Authorities and other sources, including site-level information tracking applications from submission through to construction and completion. Key responsibilities include: - Collecting and enriching site data with development progress intelligence - Providing initial full datasets plus monthly updates and quarterly analytical reports - Delivering historical planning data extending as far back as available - Offering API access for continuous integration with Authority systems - Supporting ad hoc analytical queries for policy and ministerial needs - Ensuring all data is accurate, validated, and fit for purpose with documented methodologies Deliverables include: - Current planning pipeline dataset for residential and mixed-use sites - Monthly dataset updates and change reports - Quarterly planning figures by region and site size - Historical datasets and polygonised boundary files for site mapping - Local Planning Authority 5-year land supply views - Comprehensive data glossary and metadata documentation - Structured API access with setup support - Ad hoc analysis responses The supplier must meet strict delivery schedules, maintain data quality and completeness, ensure GDPR compliance, and demonstrate robust data management and security practices.
