Independent Evaluation Services for HVM Catapult Impact Assessment

The HVM Catapult, a UK manufacturing research and innovation organization supported by Innovate UK, is seeking an independent evaluator to assess the impact of its core grant-funded activities across six technology centres (CPI, Manufacturing Technology Centre, National Manufacturing Institute Scotland, NCC, University of Sheffield AMRC, and Warwick Manufacturing Group). The evaluation will measure outcomes against four strategic priority areas: industrial sustainability, net zero clean energy transition, healthy living, and national security capability. The contract requires an Early Findings Report by 18 December 2026 to validate the evaluation framework and establish baseline measures, followed by a final comprehensive impact report due by March 2027. The evaluation should demonstrate how the Catapult's workstreams and centre activities deliver outputs, outcomes and key performance indicators. Optional formative and learning evaluation services may be called off at pre-agreed rates at the Catapult's discretion. Prospective suppliers should have expertise in evidence-based impact evaluation, understanding of research and innovation ecosystems, and ability to work across multiple technology centres and sectoral focuses.
