Finance and Procurement System (FPL) - One Year Contract Extension

The Health and Social Care Northern Ireland (HSCNI) is seeking to extend the Finance and Procurement Live (FPL) system contract for one additional year. FPL is a Tier 1 critical system that delivers all finance and procurement business functions for HSCNI organizations. Since 2011, FPL has served as the primary online platform for administering and processing financial and procurement tasks across the health and social care sector. The current managed service is provided by One Advanced (service support) with infrastructure and network support from third-party suppliers. A system failure would result in significant operational impact, making service continuity essential for all HSCNI staff and organizations to meet operational and legislative requirements. The original 10-year contract included two extension options (3+2 years), both of which have been exhausted. This one-year extension represents the final contractual period available before a new procurement process will be required. The contract ensures secure management of all HSCNI data and supports critical finance and procurement operations across all health and social care organizations.
