    Brief

The Department for Education seeks to establish a new, sustainable funding route and contractual arrangement for Level 7 accountancy modules. This follows the Government's May 2025 announcement that apprenticeship levy funding for accountancy will cease for learners over 22 from January 2026, with only those under 22 (or under 25 with an Education, Health and Care plan) remaining eligible. This procurement addresses a critical gap in the talent pipeline, as there is currently no structured pathway for finance professionals to progress beyond Level 4 apprenticeships toward full professional accountancy qualifications. The successful solution will enable the Department to deliver Level 7 modules with structured support and progress management for learners, ensuring a reliable pipeline of professionally qualified accountants essential for robust financial management and governance across government. Suppliers should propose innovative funding mechanisms, delivery models, and contractual arrangements that provide sustainable, long-term access to these qualifications.
