Older Persons Housing Support Service Contract

Bridgend County Borough Council is seeking a support provider to deliver comprehensive housing-related support services for vulnerable older people aged 55+ (flexible to 50+ if capacity allows). The service will operate over three years starting 1 January 2027 with optional 24-month extension, with an annual budget of £500,000. The contract encompasses three integrated service elements: (1) Floating Support in the community, (2) Hospital Discharge Support, and (3) Support to Extra Care Schemes. The service will help older people maintain independence, sustain tenancies, and resolve housing-related issues before they escalate to more costly interventions. Wales' population is aging significantly, with people aged 65+ now representing 21.7% of the population (693,000 people) and growing rapidly. Additionally, 47% of single-person households comprise people aged 65+, many requiring additional housing support. The Council's current Homelessness Strategy (2022-2026) identifies increasing homelessness among those aged 55+, highlighting the critical need for diverse accommodation and support options. Successful providers will deliver solution-focused, preventative support aligned with the Housing Support Grant vision and the Council's duties under the Housing (Wales) Act 2014, Social Services and Wellbeing (Wales) Act 2014, and Well-being of Future Generations (Wales) Act 2015.
