Development of Hulme Pride in Place Plan

The Hulme Neighbourhood Board seeks specialist support to create a comprehensive, submission-ready Pride in Place Plan aligned with MHCLG requirements. Working collaboratively with Warrington Borough Council and the Neighbourhood Board, the successful supplier will translate community priorities, evidence, and local insights into strategic planning documents including: a Ten-Year Vision outlining long-term goals; a Four-Year Investment Plan detailing resource allocation and activities; a Theory of Change explaining how interventions will drive desired outcomes; and a Monitoring and Evaluation Framework to track progress and impact. The supplier will facilitate stakeholder engagement and support decision-making processes while ensuring the Neighbourhood Board retains ownership and determination of priorities. The final deliverable must be a polished, submission-ready plan that reflects community voices and meets all funder requirements.
