Hybrid Mail Services Contract

Hybrid Mail is a consolidated outbound mail service that reduces NCC's postage costs, decreases manual handling, and accelerates digital adoption. The service supports BEST modernisation objectives, enhances resident experience, and lowers environmental impact by enabling large-scale digital suppression over five years. This is a 3-year contract with Xerox Ltd (1 July 2026 to 31 August 2029) with a 2-year extension option subject to performance. The estimated contract value ranges from £0 to £2,751,580 under the CCS Postal Services & Solutions Framework Agreement (RM6280). Please note: there is no guaranteed spend; charges are estimations based on current trends. Actual costs will depend on usage volumes, hybrid mail optimisation (digital shift from decentralised to centralised processes), and any Post Office postal rate changes.
