Behind-the-meter renewable energy supply for Network Rail DC traction network

Network Rail, which operates Great Britain's railway infrastructure and consumes approximately 4.5 TWh of electricity annually, is seeking renewable energy solutions to support its Net Zero by 2050 commitment. This opportunity focuses specifically on the 750V DC third rail network serving the Southern Region and Merseyrail, which comprises approximately 40 grid connection points, a 33kV distribution network, and around 300 substations. Network Rail is exploring the integration of renewable energy generation directly connected behind-the-meter to its 33kV distribution network to supplement existing Distribution Network Operator (DNO) supplies, with export limitations to prevent excess energy feeding back to the grid. The procurement will be structured as a Direct Power Purchase Agreement (DPPA) under a supplier-funded model. Successful suppliers should demonstrate proven capability in renewable generation development (solar, wind, storage, or hybrid solutions), experience with private wire and behind-the-meter connections, strong technical expertise in high-voltage integration (33kV or equivalent), sufficient financial capacity to deliver a pilot scheme and support wider rollout, and ability to operate within railway constraints. The programme includes an initial pilot project, with potential expansion to supply up to 40GWh per annum across the wider DC traction network.
