Housing Repairs and Major Works Contracts – Westminster City Council

Westminster City Council is seeking contractors to deliver responsive repairs, voids management, and major works services for its 21,000-property housing stock, including approximately 145 high-rise buildings. The Council manages 43% leasehold and 57% tenanted properties, with 41% located in conservation areas and 17% listed buildings. This procurement replaces eight existing Term Partnering Contracts (procured in 2017-2019) and is being retendered in tranches. All appointed contractors must sign the FAC-1 Framework Alliance Agreement alongside contract-specific documentation. This first tranche comprises two lots: Lot 1 – Responsive Repairs & Voids and Lot 2 – Major Works (North and South Borough). The procurement uses a Competitive Flexible Procedure with a four-stage process: (1) Combined Conditions of Participation and Initial Tender Invitation, (2) Technical and Commercial Dialogue for shortlisted tenderers, (3) Final Tender Invitation, and (4) Assessment and award decision. Bidding restrictions apply; the same supplier cannot be awarded both lots. Additional procurements for planned preventative works frameworks, specialist repairs (including roofing, damp and mould, plumbing), health and safety compliance contracts, and professional services will be conducted separately. Preliminary Market Engagement was conducted in May and October 2025 to consult the market on the procurement model and contract requirements.
