Technical Consultancy Services Framework for Rail Operators

WM Trains is establishing a framework agreement for technical consultancy services to be used by train operating companies, Network Rail, and other rail industry participants. Services covered include feasibility studies, technical drawings, engineering studies, design work, technical and safety assessments, condition assessments, and deferrals. The framework will be procured and managed by WM Trains, with participating authorities able to call-off services through subsequent schedules of work. Participating organizations include all train operating companies running services under Secretary of State franchise agreements or equivalent arrangements, Network Rail Infrastructure Limited, holders of passenger or station licenses under the Railways Act 1993, and DFT Operator Limited or successor parent companies. The framework agreement may be novated or assigned following corporate restructuring within the rail industry.
