Ireland – Energy Services Framework for Public Sector Buildings

The Office of Public Works (OPW) is establishing a framework to appoint up to five Energy Specialist service providers to support its Optimising Power @ Work energy efficiency campaign across Central Government and Public Sector buildings nationwide. The appointed specialists will provide professional services including staff energy awareness training, behavioral change programs, energy auditing and reporting, and optimization of Building Management Systems (BMS) in facilities such as hospitals, prisons, universities, data centers, offices, and county councils. Over 50 large facilities currently participate in the program with contracts expiring during the new framework period, and approximately 15 additional facilities have applied to join. Service providers selected for the framework will work as part of a three-element approach combining technology (energy monitoring and metering), specialist resources (energy advisors), and staff engagement (active building energy teams). This Call for Tender includes notional tender requests for representative facilities, with quoted rates forming the cost basis for all future contract awards under the framework. Suitable candidates should demonstrate capability in delivering these specialist energy services across diverse public sector facility types.
