City of Wolverhampton Council is procuring professional occupational health and employee assistance services for approximately 4,500 employees, commencing October 2026. This is an open, light-touch procurement under the Procurement Act 2023. The contract comprises two key components: 1. Occupational Health Service: A clinical service providing pre-employment health assessments, management referrals (nurse or physician-led), medical ill-health retirement assessments, and health surveillance (including noise, respiratory, Hand Arm Vibration, driving, skin, and night-working assessments). This service ensures compliance with the Health and Safety at Work Act 1974 and supports the Council's duty of care regarding employee health, safety, and reasonable adjustments for disabled employees. 2. Employee Assistance Programme (EAP): A 24/7, 365-day confidential counselling and information service providing support for personal or work-related problems affecting employee health, wellbeing, and performance. Counsellors must be BACP-accredited registered providers or equivalent. The contract may be extended to other public sector contracting authorities (schools, academies, and tenant management organisations) via Service Level Agreements. A comprehensive list of potential eligible organisations is provided. The Council will manage all contracts, raise orders, and process invoices. Third-party organisations may be added or removed annually via deed of variation.
