Care Framework for Adults with Learning Disabilities or Mental Health Needs

Durham County Council is establishing a flexible framework to appoint multiple providers to deliver supported living services for vulnerable adults with learning disabilities or mental health needs, as required under the Care Act 2014. The framework is divided into four lots: Learning Disability Standard Care, Learning Disability Enhanced Care, Mental Health Standard Care, and Mental Health Enhanced Care. Providers can bid at any time, though the Council may close the framework or individual lots if it has sufficient providers. There is no guaranteed minimum volume or expenditure. The framework will be flexible to accommodate changes in service needs, regulatory requirements, and user complexity. Suppliers should demonstrate their ability to deliver high-quality, person-centred care in line with current best practice and statutory guidance.
