Housing Repairs and Maintenance Framework for Bury Council

Bury Council is establishing a Housing Repairs and Maintenance Framework to manage repairs and upkeep of approximately 8,500 residential and commercial properties across the Metropolitan Borough of Bury. The framework aims to deliver responsive, planned, and cyclical maintenance services while ensuring properties meet statutory requirements and are maintained to high standards for tenants. The framework operates under strict service standards: 24-hour emergency response, urgent repairs within 5 working days, routine repairs within 20 working days, and planned works typically within 50 working days. Performance is monitored against key metrics including first-time fix rates, response times, and tenant satisfaction exceeding 90%. The opportunity is structured into two lots: Lot 1 - General Builders (2 contractors to be appointed): Provides integrated day-to-day responsive repairs, void property works, planned and cyclical maintenance, and some capital works. Services include internal and external fabric repairs, joinery, plastering, roofing, kitchens, bathrooms, flooring, and ground maintenance. Lot 2 - Specialist Contractors (2 contractors per sub-lot): Nine specialist sub-lots offering targeted expertise in aids and adaptations, drainage and gutter cleaning, electrical repairs and installations, glazing and window repairs, painting and decorating, pest control, roofing, scaffolding, and specialist flooring including carpets. Up to six qualified candidates per lot will be invited to tender, with the option to invite up to ten candidates where necessary to ensure effective competition. All Lot 2 sub-lots (2a-2i) are evaluated independently.
